Director of School Education Telangana, Dr. E. Naveen Nicolas, IAS has issued comprehensive guidelines Procgs.Rc.No./Breakfast/Instructions/2026 Dated:20-09-2026 for Implementation of Centralised Breakfast with Milk Programme through Centralised Kitchen System in all Government Schools from Pre-Primary to Class XII.
Objective: To provide safe, nutritious, hygienically prepared breakfast to students, improving health, attendance, retention and educational outcomes, eliminating hunger as barrier to learning. Pilot in Kodangal Assembly Constituency showed significant increase in attendance, attentiveness, energy levels and punctuality.

14 Key Instructions for HMs / MEOs / DEOs - Strict Compliance
- Daily Indent by 12 Noon: HM/Teacher In-charge shall submit next day breakfast count to NGO via App/Website. Billing based on indent, so submit realistic estimate.
- Milk Alternate Days (3 days/week): Half schools will get milk on Mon/Wed/Fri, other half on Tue/Thu/Sat. On non-milk days continue Ragi Java as per existing procedure.
- Auto Carry Forward: If HM fails to enter indent or mark holiday, previous day indent will be auto-carried forward after 12 Noon and cannot be rectified.
